These certificates confirm, that their holder meets the required standards of competence on  special functions (duties) concerning safety, care of crew, cargo carriage and handling. Standards of competence and the list of corresponding certificates are identified by chapter V of the STSW Code.

On completion of training trainee pass examination to the Qualifying Commission.

After successful passing an examination each graduate receives the certificate, validity of which is 5 years,  sample is approved by Ministry of Transport.

Certificate of Competency and Endorsement are issued by the Certificate-Passport Department of the Merchant Harbour Master, in Sevastopol in particular - Sevastopol Sea  Merchant Port.

To receive a Certificate of Competency it is necessary to produce to the Certificate-Passport Department the following documents:

1.   Application of the established form for issuing of the Certificate of Competency and Endorsement (an application form is issued by the Certificate-Passport Department inspector);
2.   Examination Record of the State Qualifying Commission, direction " Ships' Power ";
3.   Seaman's book (or civil passport);
4.   Diploma, confirming the completion of an educational establishment;
5. Certificate of Competency and Endorsement;
6. If a seaman increases his rank - sea-going service certificates, certified in the order established by the ship's master and shipowner;
7. Certificates (certificates):

Refresher and updating courses;
"Basic safety training and instruction" (А-VI/1);
"Proficiency in survival craft and rescue boats, other than fast rescue boats " (А-VI/2-1);
"Advanced fire-fighting" (А-VI/3);
"Medical first aid" (А-VI/4-1);
Certificates (certificates) of training for work on tankers, passenger ships - for persons working on given types of ships ".
