Documents
(diplomas, certificates, certificates) the seaman are the main certificate
proving a level of its sea formation and preparation, the professional
competence adequating to standards of the International convention on
preparation both дипломировании of seamen and несении of watch of 1978 with
amendments (Convention STSW) and the Code on preparation both дипломированию
seamen and несению watches (Code STSW). The list of documents of the
navigators necessary for work on courts, is presented in section 1 of the
stand.

Now
in Ukraine the system approved by the International sea organization (IMO),
providing data acquisition of the documents recognized by all Parties of
Convention STSW is created and enabling the seaman to
work on courts practically all countries of the world.
|
|
Process
of reception of necessary documents consists of three independent, but the
interconnected stages: preparation, check of competence, дипломирование.
|
|
Preparation
(training) of seamen is carried out in the approved
educational institutions on various rates of special preparation and
improvement of professional skill. The term "approved" means,
that the concrete educational institution (university, academy, the center of
preparation and certification плавсостава, the sea training center, etc.) has
necessary allowing documents: licenses of
the Ministry of Education and a science of Ukraine and Reports
on conformity to requirements of the Convention and Code STSW from
Inspection on preparation and дипломированию seamen of the Ministry of
transport of Ukraine. Such educational institution in Sevastopol, to giving
seamen the fullest complex of educational services, is the Center of
preparation and certification плавсостава the Sevastopol national technical

Upon
termination of training seamen receive "educational" documents
(certificates, certificates).
|
|
The
order of registration on training in TSSC SevNTU, the order of reception of
certificates on special preparation (on V and VI chapter
of Convention STSW), on radio experts, on radar-tracking navigation, on
improvement of professional skill are presented in corresponding sections.
|
|
Check
of competence of seamen is carried out by the State
qualifying commissions (SQC) Inspections on preparation and дипломировании
seamen (Inspection ПДМ).
|
|
In
the Sevastopol branch of Inspection ПДМ exist for navigators SQC on radioexperts
and SQC in a direction "Navigation".
|
|
Obligatory
condition for candidates on check of competence is presence of all necessary "educational"
documents.
|
|
By
results of successful check of competence to the seaman the corresponding
report stands out.
|
|
Дипломирование
seamen, i.e. registration of diplomas and acknowledgement
to them, certifying the right of the seaman to hold a corresponding post on a
vessel, in Sevastopol is carried out by a дипломно-passport department of the
captain of the Sevastopol sea trading port.
|
|
Obligatory
condition дипломирования is presence at the candidate of all necessary
"educational" documents and the report of check of competence
corresponding SQC.

The
given certificates confirm, that their owner corresponds to demanded
standards of competence on the special functions (duties) concerning safety,
care of crew, transportation and processing of a cargo. Standards of
competence and the list of corresponding certificates it is established by
chapter V of Code STSW. |

Upon
termination of training listeners pass examination of the qualifying
commission. |
|
After
successful passing an examination each graduate of rates receives the
certificate with validity of 5 years which sample is approved by the Ministry
of transport. |

Data under the given out certificates
immediately are represented to the State register of documents of seamen of
Ukraine. |

The order of
reception of the certificate "the Fact-finding rate for work on tankers"
|
|
According
to requirements of the Convention and Code STSW of the person of command and
ordinary structure to which special duties and the responsibility concerning
a cargo or the cargo equipment on tankers are fixed, should pass the approved
fact-finding rate for work on tankers which covers at least the program of
preparation resulted in items 2-7 of section А-V/1 of Code STSW. We Pay attention, that the given requirements cover
duties and the responsibility both for work on oil tankers, and on
tankers-химовозах and газовозах.
The
given rates организованы in TSSC SevNTU on the basis of a typical rate of the

- IMO Model Course 1.01 –
" Tanker Familiarization ".

The
purpose of a rate is: |
- correct understanding
listeners of requirements of the normative documents stipulated by
section А-V/1 of Code STSW;
- revealing, the prevention and
elimination of preconditions to possible dangers which can lead to
traumas, accidents and emergency sea incidents on tankers.

Groups of
training are formed weekly. The period of training: Monday - Tuesday,
examination - Friday. |

The order of
reception of the certificate "Specialized preparation for work on oil
tankers"
|
|
According
to requirements of the Convention and Code STSW (p.2. Rules V/1) captains, the senior assistants to the
captain, the second mechanics and any persons who bear the direct
responsibility for loading, a unloading and safety measures during transportation
or processings of a cargo on tankers, should pass the approved program of the
specialized preparation covering at least questions, stated in section A-V/1 of Code STSW which correspond to their duties on the oil tanker, the
tanker-химовозе or газовозе. |

The
program of rates provides reception of theoretical and practical knowledge
concerning, specified in p. 9-14 sections А-V/1 of Code STSW. |

Specialized Training for Oil Tankers.

The program puts problems: correct

The purpose of a rate
is studying the international and national normative documents regulating the
organization of accident-free operation of tankers - химовозов.
Students of a rate
should acquire the following theoretical and practical knowledge:
- To study requirements of the International
Conventions, Codes ИМО,
national documents on the organization of accident-free operation of the
tanker - химовоза;
- To study and know the device and the equipment
of tankers - химовозов;
- To study characteristics of cargoes;
- To study and know the ship operations
connected to cargo operations, operations on waste disposal and смывок;
- To study the safety measures accepted before
repair and servicing of pump, pipeline, electric systems;
- To get skills on actions at failures.

agrees requirements of unit B-V/b of
the person of the command and ordinary structure, responsible{crucial} for
processing of a cargo on the courts transporting dangerous substances in
bulk, should have corresponding preparation.

It agrees requirements
of unit B-V/c of the person of the
command and ordinary structure, responsible{crucial} for processing of a
cargo on the courts transporting dangerous substances in packing, should have
corresponding preparation.
Corresponding rates
" Transportation of dangerous cargoes " are organized in TSSC SevNTU with
the following problems{tasks}:

Preparation of students of rates for
work on transportation of dangerous cargoes by the sea; Understanding
students and correct application by them in practice of requirements of
the international and national normative documents on the organization
of accident-free transportation of dangerous cargoes.

Groups of training are
formed weekly. The period of training: Monday - Tuesday, examination -
Thursday.

The certificate " Initial preparation and
instructing on safety issues
|
According to the requirements of Convention СОЛАС-74/88 added and concretized
by the Convention and Code STSW, all seamen working or borrowed{occupied} on a vessel in any post,
connected with performance of duties on safety or prevention of pollution
during operation of a vessel, should receive the approved initial preparation
or instructing on ways of a personal survival, fire-prevention safety and
struggle against a fire, rendering of the elementary help, personal safety
and public duties and to answer the corresponding standards of competence
stated in tables A-VI/1-1, A-VI/1-2, A-VI/1-3, A-VI/1-4 Code STSW.

Upon termination of
training students pass examination of the qualifying commission on the
questions made on the basis of tables A-VI/1-1, A-VI/1-2, A-VI/1-3, A-VI/1-4 Code STSW.

of training are formed weekly. The period of training: Monday - Friday,
examination - Friday.

The certificate " the Expert on life boats and
rafts, others, than high-speed life boats "
|
The
certificate " the Expert on life boats and rafts, others agrees
requirements of the Convention and Code STSW, than high-speed life boats " can
be given on the basis of successful passage of the approved preparation and
the approved experience of work on a vessel not less than 6 months.

The
given rates are organized in TSSC SevNTU on the basis of a typical rate of the International sea organization:

- IMO
Model Course 1.23 - Proficiency in survival craft and rescue boats other
fast rescue boats.
|
The
program of rates includes theoretical training and training preparation on
the basis of Учебно-training vessel "Жуковский" and provides purchase of such level of
knowledge to carry out descent{release} and to be the commander of a life
boat, a saving raft or the on duty boat in emergencies and to answer the
standard of competence stated in table A-VI/2-1 of Code STSW.

The certificate " Struggle against a fire under
the expanded programme"
|
It
agrees requirements of the Convention and Code STSW the seamen, appointed to supervise over
operations on struggle against a fire, should pass successfully preparation
on methods of struggle against a fire under the expanded programme, paying
special attention on the organization, tactics and management.
|
The
level of knowledge and understanding should be sufficient for an effective
management{manual} of operations on struggle against a fire on a vessel to
answer the standard of competence stated in table A-VI/3 of Code STSW.
|
The
given rates are organized in TSSC SevNTU on the basis of a typical rate of the International sea organization:

Advanced Training in Fire Fighting.
|
The
program of rates includes theoretical training and training preparation on the basis of the Учебно-training complex of the Sevastopol naval institute.

The certificate "the First medical aid on a
vessel"
|
It
agrees requirements of the Convention and Code STSW each seaman appointed for rendering of
the first medical aid on a vessel, should have competence, sufficient to
accept urgent effectual measures in case of accidents or the diseases typical
for ship.

The
corresponding rates providing purchase of the necessary standard of
competence, Code STSW specified in table A-VI/4-1, are organized in TSSC SevNTU on the basis of a typical rate of the International sea organization:

Model Course 1.14 - Medical First Aide.
|
The
program of rates includes theoretical training and practical employment{occupations}
on the basis of the Учебно-training complex of the Sevastopol naval institute and a polyclinic of the
Sevastopol national technical university.

of training are formed weekly. The period of training: Tuesday - Thursday,
examination - Friday.

The certificate "Medical leaving{care} on a
vessel"
|
|
Each seaman appointed
for performance of duties on medical leaving{care} on a vessel, should have
the competence allowing it{him} to take up a problem{task}, a duty and the
responsibility on medical care sick and received traumas, and also to
participate in granting the help on medical questions.
The corresponding rates providing purchase of the necessary standard of competence, Code specified in table A-VI/4-2, are organized in TSSC SevNTU on the basis of a typical rate of the International sea organization:

Model Course 1.15 - Medical Care.
The
program of rates includes theoretical training and practical
employment{occupations} on the basis of the Учебно-training complex of the
Sevastopol naval institute and a polyclinic of the Sevastopol national
